Energy Assistance

Our Energy Assistance Program provides assistance to help low-income people with the high cost of heating. Each program offers one-time assistance, with a possible second crisis payment. The program year runs October through September. All programs are dependent on funding and eligibility is based on income. Please call 503-246-1663 x 100 for screening.

Please note the following details:

  1. The bill must be in your name
  2. You must live in Multnomah County
  3. You must bring in the following information for your appointment
    • Verification of all income for the last 30 days for all adults in the household
    • Utility bill
    • Names, dates of birth, social security numbers for everyone in the household

Our three utility assistance programs are listed below.

Oregon Heat

Provides energy assistance for Portland General Electric, Pacific Power and Light and Northwest Natural Gas. You must have a past due/ disconnect notice. Maximum payment is $399.00.

 

Low Income Energy Assistance Program (LIEAP)

Provides energy assistance for your main heat source. This can be electric, gas, propane, or oil.

 

Oregon Energy Assistance Program (OEAP)

Provides energy assistance for Portland General Electric and Pacific Power and Light.

Water Assistance

Water Assistance provides a quarterly discount of $29.35 on water bills and $56.96 on sewer bills for eligible participants. Guidelines are the same as for Energy Assistance (see above). Please call 503-246-1663 x100 to sign up.
